Hi.Have you ever created any billed resources in your Account.?If so, probably it is covered by 12 months free tier. Go to Cost Explorer Dashboard and check your monthly cost. https://docs.aws.amazon.com/cost-management/latest/userguide/ce-what-is.html
Then, If you still have problem about billing contact AWS Support.

What are the services are you using ? There are many free tiers services which won't cost you until you reach the limit or time. There are certain services which will incur charges immediately e.g EMR (Be careful in spinning up the cluster). It will immediately charge you until you delete/terminate the service even if you are using it.
