Amazon Cognito reset password

Hi, During forgot password from our UI, Cognito ask code, email, and new password. Question is why it is asking email address? is this required? I have never seen reset password asking email with code. Is this normal or I am doing something wrong?

    Is this still correct if I have my custom UI and do everything prom Admin api? Thanks
