How to configure my AWS standard account route53 for aws govcloud resources

Hi guys, i have followed https://docs.aws.amazon.com/govcloud-us/latest/UserGuide/setting-up-route53.html to setup a test record in my route53 hosted public zone. I think i'm missing something or the documentation is vague. The record (CNAME for an load balancer) i created in my standard account route53 can't resolve. The documentation doesn't detail if any configurations are needed to establish connection between the govcloud account and the commercial account. However, I've been doing some digging and i see a "resolver rule" for both account needing to be setup come up a few times but not sure if this is necessary as the documentation above makes no mentioned of such thing? Anyone has experience/documentation setting up a standard account to route internet traffic to an aws govcloud resources?
