IP of my instance not responding

Hello, why is the public IP address 34.211.96.185 of my instance i-016b97b86e42f00e2 not responding? As well as the address https://ec2-34-211-96-185.us-west-2.compute.amazonaws.com/
I tried restarting it, but nothing changed.

You might want to look at:
- The security group: are the inbound ports open?
- The Network ACLs, do they accept traffic both inbound and outbound?
- Is an Internet Gateway attached to the VPC your EC2 instance is running in?
