AWS SES smtp settings not found

i'm trying to create smtp credentials but i can't find the section for doing that in the new console, it used to be in account dashboard down the page, but i can't find the link right now. thanks in advance.

Account dashboard >>Simple Mail Transfer Protocol (SMTP) settings

Please confirm the region that you are trying to create SMTP credentials. SMTP endpoints are not currently available in Africa (Cape Town), Europe (Milan), Middle East (Bahrain).
