The error message you're seeing is common for new AWS accounts, including free tier accounts. There are several potential reasons for this issue:
-
Account Activation Process: Your AWS account might not be fully activated yet. Even after completing the initial setup, it can take up to 24-48 hours for all services to become fully available.
-
Billing History Requirement: AWS may restrict load balancer creation until you establish some billing history. This is a security measure to prevent service abuse.
-
API Throttling: AWS sometimes temporarily restricts the ability to create certain resources like load balancers for new accounts.
-
Service Quota Limits: You may have reached the maximum number of load balancers allowed in your account for that specific region.
Here are some steps you can try to resolve this issue:
-
Wait 24-48 Hours: Sometimes these issues resolve themselves after a waiting period for new accounts.
-
Try Different Regions: Attempt to create the load balancer in different AWS regions to see if the issue is region-specific.
-
Use Other AWS Services: Try using other AWS services first to generate some account activity, which might help establish billing history.
-
Check for Unused Resources: Ensure you don't have any hidden load balancer resources in other regions.
-
Contact AWS Support: As suggested in the error message, reaching out to AWS Support is the most direct way to resolve this issue. They can investigate and potentially enable load balancer creation for your account.
Note that response times from AWS Support can vary, especially with Basic Support plans, and some users have reported waiting several days for a response on this specific issue.

This message just means that your AWS account doesn’t have enough billing history with AWS to be auto-approved for the creation of Elastic Load Balancers (ELB).
Free Accounts and Billing Support should be able to help with this. https://docs.aws.amazon.com/awsaccountbilling/latest/aboutv2/billing-get-answers.html#billing-support
