Bedrock has not yet been released as generally available, so it is not available yet.

As @alatech mentioned, the service is not GA yet. However, have a look at the solution published here: https://aws.amazon.com/solutions/implementations/qnabot-on-aws/ You may need to adopt it to your use case/requirements, but essentially it has all you need to build a Q&A bot.
