Looking at these screenshot I come up with the idea that instead of a specific implementation for roads that fit some specific needs a more general solution that may help in a wider range of procedural/parametric situation will be to implment Sidefx Houdini Engine in Lumberyard.
You may post a feature request for it here and on Houdini forum.the software is not that expensive and it is a really good fit for procedural level generation.

Currently, there are no tools like this in Lumberyard. My suggestion would be to make all of your track pieces in DCC. Maya and Max both have great tools for curves.
There are two approaches that I would make (Using Maya):

Option 1: Create your basic straight road piece, and then in Maya use the animation deformers. They are found here: Animation Tab / Create Deformers / Nonlinear. Deformers in Maya can be used together. For example, you can used Bend and Twist together to get the effect that you see in Mario Kart. REMOVEDUPLOAD

Option 2: From the end on one piece of geometry, you could make a 'profile curve' and then loft this along a spline to create some really cool shapes! Let me know if this helps, good luck!
