Why create and identity pool if you are just going to set the s3 buckets to public?

Hello. I'm reading [this](https://docs.aws.amazon.com/sdk-for-javascript/v3/developer-guide/s3-example-photos-view.html) aws documentation and I have a question.

Why create and identity pool if you are just going to set the s3 buckets to public? Shouldn't the example code in section 'Configuring the SDK' be using an authentication library in order to use a signed url?
