Hello.
What port number does the ec2 cpanel service use to send emails?
If you are using port 25 to send email, you will need to apply to AWS and have it approved as described in the document below.
https://repost.aws/knowledge-center/ec2-port-25-throttle
By default, Amazon Elastic Cloud Compute (Amazon EC2) throttles instances on the Simple Mail Transfer Protocol (SMTP) port 25 to prevent spam from being sent out. AWS blocks outbound traffic on port 25 for all EC2 instances and Lambda functions on elastic network interfaces with the accounts that aren't allow listed. For more information, see Restriction on email sent using port 25.
Applications can be made from the URL below.

Is it possible to check the email log? In rare cases, the IP address may be blocked by Microsoft and sending may fail. https://repost.aws/ja/questions/QUK9FH7sqgTsae91wokkIqEg/ip-blocked-by-outlook?sc_ichannel=ha&sc_ilang=en&sc_isite=repost&sc_iplace=hp&sc_icontent=QUK9FH7sqgTsae91wokkIqEg&sc_ipos=14
