AWS Gamelift Fleet Instance Capacity not updating on terminated fleet

I'm testing build compatibility with the free tier for Gamelift. Deleted a fleet and am now receiving a too many instances error when I try to build another one. My fleet console shows empty, but the CLI Describe-fleet-capacity shows me as having an active fleet nor active instances.

Hi, can you provide any fleetId or buildId so we can take a closer look? And in which region?
