How to access blocked site in my AWS vps

Sir in my vps I am trying to open irctc site but it showing site can't be reached.how can I book tickets through vps

Hi - Not very clear on your set up and the destination site if its inside or outside your org. Please check all the network settings at your side and also the destination site if they allow incoming connection.
