The "OperationNotPermitted" error during load balancer creation usually indicates an account-level restriction that AWS automatically applies. For newer accounts, this is tied to a lack of billing history, but it can also occur on established accounts if a flag has been placed on the account for other reasons (such as a billing issue or an abuse review).
The thing is, this isn't something you can fix from your side. It requires AWS Support to lift the restriction on the account manually.
For your stuck support case, make sure it's filed under "Account and billing" rather than "Technical." Account and billing cases tend to get picked up faster, even on Basic Support, while technical cases on lower-tier plans can sit for a while. You can update the case category and add a note through the Support Center.

Hey James,
Thanks for the explanation. My account is about 3 months old with active billing and no payment issues, and the support case was already opened under Account & Billing. Unfortunately, it's still unassigned after a week.
