How can EC2 Instance in Private Subnet communicate with Gmail SMTP without NAT Gateway on firewall applied environment? I can't allow Gmail SMTP Domain's IP Address because the IP is changed. Also I should construct my environment without NAT Gateway because of NAT Gateway Price.

You could use an egress-only IPv6 internet gateway (no cost) and connect to Gmail SMTP via IPv6. A quick google of "gmail smtp ipv6" indicates that IPv6 is supported but has problems in some situations so I'm not sure if this will suit you.
