Detached EBS volumes?

If I have EBS volumes (type gp2) created, but do NOT have them attached to any EC2 instance, do those EBS volumes generate charges/cost to my AWS account?

Yes, you will be charged even if the EBS volume is unattached, see below statement from the documentation:

https://docs.aws.amazon.com/AWSEC2/latest/UserGuide/ebs-detaching-volume.html

After you detach a volume, you are still charged for volume storage as long as the storage amount exceeds the limit of the AWS Free Tier. You must delete a volume to avoid incurring further charges. For more information, see Delete an Amazon EBS volume.
