Can 'Amazon Kinesis Video Streams WebRTC' store live stream video from a mobile device into S3?

If so, would that live stream from mobile device to S3 be considered to be a "signaling message"?

Amazon Kinesis Video Streams offers capabilities to stream video and audio 
in real-time via WebRTC to the cloud for storage, playback, and analytical processing.
