Route 53 Registration of domain name cannot be completed

I received an auto-email shortly after attempting to register a domain name via Route 53. stating that AWS can't finish registering my domain. I Verified via Route 53 that the desired domain name was available, added it to my cart and proceeded with the order. I had started with a free-tier account over a year ago, but also linked that account to a valid credit card, which was accepted when I initially signed-up. I double checked that my personal and credit card details were still captured, up-to-date and correct, but still no luck. I read FAQs and other posts about the issue, but none of them have seemed to have been resolved or are not related in the same way to this issue I have. An only alternative is to register with the registrar and point the domain to AWS services for hosting but, I would prefer to do the complete end-to-end registration and hosting through Route 53 if possible.

What are the contents of the mail? Is it a payment issue or something different? It could be possible that it it is against any of the ICANN rules or the AWS agreement. Ref.: https://aws.amazon.com/route53/domain-registration-agreement/
