We faced similar problem with Postgres 11, it took 3-4hrs to create snapshot. It was 0% till 3hrs and then it started creating. Actually I again went to "Take snapshot" option for same RDS, then it might have triggered.

Currently, the only option is to delete the whole server and restore it from the previous backup.
There is no way to cancel the Snapshot and there is no way to let know AWS (without a support plan) that their system failed.
