How to use AWS credits for account upgrade and EC2?

Hi I have $10,000 in AWS promotional credits. I have two questions:

  1. I have been told I can pay for Developer Account upgrade using these credits but in payment methods, the only option is my debit card. How can I use the credits to pay for account upgrade?
  2. How do I pay for EC2 services using credits, I am new here and cannot figure out
