Why only have 3 Availability Zones in Tokyo region (ap-northeast-1) ? tokyo region availabiluty zones

I think this is because the old AWS account shows "ap-northeast-1b", but the new account only shows "ap-northeast-1a", "ap-northeast-1c" and "ap-northeast-1d".
