For this use case, you want to use RDS Aurora serverless for its cost advantages: https://aws.amazon.com/rds/aurora/serverless/
It can easily and rapidly scale up or down, is fully based on a pay-as-you-use model where you pay only the consumption units that you really use. When unused, your databases will cost you a very minimal fee.
