Not Receiving OTP from End User Messaging

I am trying to register a new Verified Destination Number. When I send the OTP, it never arrives. I contacted AT&T and they said no numbers are blocked on my line. I also checked blocked numbers on my phone and there are none. I can't register a 10DLC Brand because this is a personal project and I don't have a company.
