Have just Amazon droped down lightsail CPU credits??

I am using few 2GB - 10$ lightsail servers for past month, CPU usage is 11-15% with few spikes to 22% that last less then 1% a day, so far worked gr8 as I think CPU use CPU credits only over 25% usage

But today even my VPS with 11% is VERY slow, anyone seen the issue starting today or in past 48h?

Was fine for 3 days after update/restart

now got stuck at 100% CPU load, but looks like now its my software issue
