I would like to setup an alarm if any resources gets created in my account across all region. how that can be achieved ? any documentation, video would be great, thanks!

You can use the solution mentioned in this post as a reference. I haven't tested the cross-account and cross-region deployment. But it should work since both EventBridge and Config support cross-account and cross-region.
