Spend quotas can be specified for an AWS account and for individual messages, and the quotas apply only to the cost of sending SMS messages.
- You need to go to the Service Quotas Dashboard in your account :- https://console.aws.amazon.com/servicequotas/home
- Search for SNS
- Then Find SMS Message Spending in USD
- Click, Request increase at account level
- Enter the amount of spend to increase to and submit
Increases can be increased quite quickly once submitted.
