Unable to change User to Guest User

Question

I have a number of Guest Users for my workdocs account. When inviting them, even if I invite them As Viewers, they are getting into the system as "Users". Users are incuring charges. When I try to change them to "Guest User", I get errors preventing me from making the change. I have incurred a lot of cost due to this.
