Based on the information available, there is no explicit indication that any specific Amazon Bedrock foundation models are billed exclusively through AWS EMEA rather than AWS Inc.
When you use Amazon Bedrock, you pay for running inference on third-party foundation models based on the volume of input and output tokens, and whether you've purchased Provisioned Throughput. The billing appears to be handled through your AWS account regardless of which region you're operating in.
While certain models like Claude 3 Sonnet and Claude 3 Haiku are available in European regions such as Europe (Frankfurt), Europe (Ireland), Europe (London), and Europe (Paris), the billing structure doesn't appear to change based on region. The models from Anthropic (Claude series) that you mentioned are specifically noted as being "sold by Anthropic, PBC" on your invoice, suggesting that these third-party models maintain their billing relationship regardless of the AWS region where they're deployed.
For your specific legal requirement to use only the AWS EMEA billing system, I would recommend contacting AWS Support directly as the available information doesn't indicate a distinction in billing entities based on model selection within the Bedrock service.

I asked to the AWS Support and here the answer:
Hello there,
After carefully researching your request, I didn't find any specific Bedrock model that is only available or billed exclusively in AWS EMEA as of today.
While some models might not be available in a specific region, they are still available for use in other regions of the same continent.
For a full list of all Bedrock models and the regions the are supported on, please refer to the following article that includes a table with this information:

Let me know if you have any further questions regarding this topic.
Have a great day!
