I would suggest creating a support ticket for this, before trying to tune it up. This isn't something that should be happening, most probably not your fault.

Please create a AWS Support case, with information including
- the cluster name/region
- query text
- query IDs of the same query when it's fast and when it's slow
- when the issue started
- anything else you'd like to mention
