In the AWS Startup website FAQ say this:

AWS offers the world’s most comprehensive and broadly adopted cloud services, offering over 200 fully featured services from data centers globally. You can use your AWS Activate Credits for eligible AWS services and support from infrastructure technologies like compute, storage, and databases–to emerging technologies, such as machine learning and artificial intelligence, data lakes and analytics, and Internet of Things. For a comprehensive list of eligible services, please review the lowermost section of the credits page after receiving your AWS Activate Credit approval email. Note that the AWS Activate Terms & Conditions provide additional information regarding the eligible services.
