* anyone knows what could be possible reasons for this error?

Have you configured EMR Serverless before attempting to deploy the template?

If you follow the [getting started](https://docs.aws.amazon.com/emr/latest/EMR-Serverless-UserGuide/getting-started.html) docs, you need to create a runtime role before you can starting using the service. You could do this once-off via the console or script it too.

If you have, check CloudTrail in that region for `EventName = CreateApplication` and check the returned error.
