It looks like the AWS account itself was created, but after that, the process failed because Control Tower could not provision "Baseline" resources for some reason. Please follow this doc and complete all prerequisites for "Enrolling existing account" https://docs.aws.amazon.com/controltower/latest/userguide/enroll-account.html
