We've had to deal with this for a customer, which involved updating quick connects based on changes in another system.
We started doing this via the API but quickly ran into the rate limit of 3 API calls per second. If you're updating or adding lots of Quick Connects this immediately becomes an issue. So any code doing this needs to take that into account and handle the rejections due to the rate limit being exceeded.
Our solution ended up being to programmatically create a CloudFormation template and run that in CF. CF then handles the actual creation.
