Is the personal account a free tier account. Can you please make sure that you have completed all the steps mentioned in this re:Post Knowledge Center Article.
Since error message says internal error, most likely this would require AWS support help as they are best equipped to assist you. If you have support plan then I'd suggest you to open a support case in "Technical" category by following the instructions from How to create support case.
