Can we replicate the lambda layers across the regions with all of its versions.

I have a scenario where i have replicate the lambda layers of us-east-1 to eu-central-1.

The best way to do this is have your deployment tool(s) create and maintain the layers in each region. There's no inbuilt functionality to replicate Lambda Layers between regions.
