my account get charged again

I have install EC2 free tier and RDS free tier using SQL Server Express. I left the server for almost 24 hours but did not login to do anything. Now I check my billing, it was increased $20. Why does this happen? Can anyone explain? Better yet, can any AWS staff investigate this issue? Please help. THank you.

You can monitor your estimated AWS charges by using Amazon CloudWatch. When you enable the monitoring of estimated charges for your AWS account, the estimated charges are calculated and sent several times daily to CloudWatch as metric data.
