How to enable DNSSEC public/private key on Route53?

The unhelpful Route53 instructions tell me I need to generate the public/private key on my "DNS provider". But Route53 is in fact my DNS provider. My domain is hosted on Digital Ocean. Do I need to generate public/private key there?
