As far I I can see, it is the result of Microsoft blocking one or more Amazon SES server addresses. What is the correct way to get Amazon SES to investigate and correct this issue?
I have exactly the same issue. Can someone please look at this urgently? I am sending from [13.250.211.1]
Also encountered this same problem, even when using a managed dedicated IP pool.
I opened a support case using the AWS Console.
