I assume you already followed this troubleshooting guide (https://aws.amazon.com/premiumsupport/knowledge-center/rds-connectivity-instance-subnet-vpc/).
Apart from above you should:
- modify inbound rule to your custom IP, not the whole internet at least temporarily for testing
- check if your laptop firewall allows you to talk to 3306 - check this guide: https://aws.amazon.com/premiumsupport/knowledge-center/rds-cannot-connect/
- You can check logs - https://docs.aws.amazon.com/AmazonRDS/latest/UserGuide/USER_LogAccess.Procedural.Viewing.html
- Consider having DB on private subnets and use bastion with SSMto access (https://aws.amazon.com/premiumsupport/knowledge-center/rds-connect-ec2-bastion-host/)
