Where can I see link between Gov Cloud Account and Standard Account ?

AWS GovCloud and AWS Commercial regions operate independently of one another and therefore you will not be able to see the linked account within AWS Organizations.

To see the paired account number you will need to sign into the commercial account with your root credentials. Detailed steps can be found here: https://docs.aws.amazon.com/govcloud-us/latest/UserGuide/govcloud-account-ID-alias.html

For cost explorer you can filter by region to the GovCloud regions.
