Those Public IPs are dynamically assigned by AWS as you correctly pointed out. These are AWS owned Public IPs and can not be changed, On CGW you can obviously use your own Public IPs but on VGW/TGW the Public IPs are assigned by AWS.

I ask him to know if I understood correctly, that is, I cannot assign the public (local) peer on my side, yes or if that public IP is assigned to me by AWS.
The Customer gateway is clear that if I can assign the public IP statically, since the client gave me his peer (public IP).
