I found the following article.
After installing the preview release KB5025305 or later updates for Windows 11 22H2, the communication speed when connecting to a VPN may become abnormally slow in some environments.

The article states that uninstalling the update will solve the problem.
So it may be a good idea to uninstall it temporarily.

this may work but my windows install was on 17th may and the update was on the 9th - it looks like it was installed as part of windows and it's not in my list of windows updates to remove it.
Also, my connection speeds are actually unaffected. Speedtest.net reports the same download and upload whether I am connected or not - it's specifically DNS.
