Is there a serverless, codeless way I can send an email with an attachment?

Is there a way I can do this with Step Functions?

The SES v2 API SendEmail action requires building the entire properly formatted and encoded MIME message. Is there any to build such a MIME message codelessly and serverlessly?

Is my only option to drop the codeless requirement and use Lambda?

Have you looked into using Amazon Pinpoint? It might be able to support what you are doing.
