Just activated my account, but free 12 month free-tier is expired

Hi all! I probably created my account years ago, but it requires a debit cart to be associated with the account, but I didn't do that when I first signed up and abandoned my account. But now I decided to create an account, then I remembered that I already have one, so I just activated it by entering all the necessary details, including the debit card. After logging into the console I was notified that my free tier had expired, but why? Does not entering all the required information count as activating my account since I couldn't log into my account before?

I also received this letter today:

why your free tier expired and what you can do:

Account Creation: When you first signed up and created your account, it started the free tier period, even if you didn’t complete all the setup steps (like entering your debit card).

Time Elapsed: The free tier period (usually 12 months) started from the account creation date, not from when you completed the setup.

Free Tier Expiry: Since a significant amount of time has passed since you initially created the account, the free tier period has expired by the time you fully activated the account.

Hello,

The AWS Free Tier is available to new AWS customers for 12 months starting from the date the account is created.

On creating AWS account, you get a discount called AWS Free Tier to try and experiment with the service and benefits for products offered as part of the 12-month free tier expire one year from your signup completion date.
