I can't get a callback for a complaint (SES)

Question

I am in sandbox mode, testing using Amazon SES event publishing to monitor email sending, I have selected all events in the config set events (Hard bounces, Clicks, Complaints, Deliveries, Delivery delays, Opens, Rejects, Rendering failures, Sends, Subscriptions);
Currently I can receive Deliveries, Clicks, Opens, Sends events normally;
I tried to complain about an email sent by SES, the email was moved to spam, but I didn't get the Complaints event

To test complaint notifications you would want to use the SES complaint simulator

https://docs.aws.amazon.com/ses/latest/dg/send-an-email-from-console.html#send-email-simulator-how-to-use

You would do this by sending a message to complaint@simulator.amazonses.com

This will then trigger a compliant notification to be sent and would trigger the event in your configuration set
