You can, if your RDS implementation is RDS Custom for Oracle. See the blog https://aws.amazon.com/blogs/database/physical-migration-of-oracle-databases-to-amazon-rds-custom-using-data-guard/ and the setup you are asking for is a part of the migration process discussed there.

Thanks for your response.
Searching through the attached (and other documentaion), I see the below 2 excerpts, making me believe an on-prem database may be used as the source/primary DB. Am I missing something or misinterpreting what I am reading? "The solution is applicable when the primary database instance is on premises as long as you have appropriate network connectivity between the on-premises network and Amazon Virtual Private Cloud (Amazon VPC)."
And "Note: You can also use your on-premises instance as the primary_instance. In this case, skip to step 2. In step 3, create a new standby_instance in the RDS Custom platform with the same binary that you use for the primary_instance."
