ACM certificate for subdomain in different aws account validation stuck in pending validation

We have a main account that holds route 53 info(DNS and all for the main domain), We have certificates for the main domain and wild card domain in ACM of the main account. I am trying to request a certificate in a test account (this AWS account is separate by itself), and this request is staying at Pending Validations status for a very long time. Am I missing some steps? How can I fix this issue? Help!
