unable to access my instance

I created an instance in 2018... its been running ..
I had an app that accessed it, but the user stopped using the app sometime in late 2018.

I figured I would shut it down after saving two files..

but I cant access the system
I shut it down and restarted, and got a new ip
i can nslookup to get the address but cant ssh to it. which I used to be able to do.
i checked the VPC rules and they were allow anyone.

I have the keyfile.

I tried over vpn, thinking maybe it was my providers network address or some filter.. no difference
