I'm sorry to hear you're experiencing problems with sending mail in one of your organizations. Do the users receive a bounce message when they send an email? Maybe you can enable message logging for that organization to see if any problems are logged? (How to enable message logging: https://docs.aws.amazon.com/workmail/latest/adminguide/monitoring-overview.html)
