How long does it take for the payment for a RI to take effect?

I paid for a RI today morning via credit card. The billing page says I have paid it. My credit card issuer sent a SMS saying it is charged. But the RI page under EC2 has no clue about it. The RI status is still saying payment pending even after 2 hours.

When will the billing system reveal it to the EC2 system that the payment has been done?

It took 3 hours to reflect the payment and the RI to become active.
