Hello.
I can find a quota called "Running On-Demand Standard (A, C, D, H, I, M, R, T, Z) instances", but I can't find a quota called "All Standard (A, C, D, H, I, M, R, T, Z) instances".
Which screen did you find "All Standard (A, C, D, H, I, M, R, T, Z) instances" from?
Are you mistaking this for "All Standard (A, C, D, H, I, M, R, T, Z) Spot Instance Requests"?
By the way, if you apply for a quota increase using the URL below, your on-demand instance quota should be increased.

This is not correct. There are two separate quota names and limits - "All Standard (A, C, D, H, I, M, R, T, Z) instances", quota definitely is showing different limits than the "Running On-Demand Standard (A, C, D, H, I, M, R, T, Z) instances".
